Amy, when I had several old schooling mounts to take care of at one of my old barns, I crushed up the bute dosage or any other pill they needed with a mortar and pestle, then I moistened/flavoured it up with some power-aide. I then put it with a tongue depressor (it was like a really moist paste) into a syringe and gave it orally to the horses. Because it was like a paste it really stuck to their tongue so they had to swallow it. It also ensured they got the full dosage (minus what was left along the edges in the syringe). Maybe that might work for you?
